Education: Graduation-Meerut University; LL.B. (Academic) and M.A. from Kurukshetra University.

Service: In institutions like; the Jawaharlal Nehru University, Delhi; Kurushetra University, Kurukshetra; After 1979 in Haryana Legislative Assembly;  After retirement as Advisor to the Speaker, Punjab Legislative Assembly during 2012 to 2016; and frequently came into close consultations of the resource persons and those connected with the Education, Public Administration, Parliamentary Institutions, Electronic and Print Media Persons, etc.

Experience & Trainings: Attended various National and International Conferences and Seminars in Parliaments and States Legislatures. He got opportunities of the association of National and International Parliamentarians including the Head of States, Presiding Officers, Prime Ministers, Chief Ministers and their Cabinet Colleagues, Bureaucrats including officers of the Parliaments and the State Legislatures, Press Persons and Legal Professionals. Attended International Conferences like; the “Golden Jubilee of Parliament of India” attended by the representatives of Foreign Countries in the year 2003; “Eighth Biennial Conference of Association of Parliamentary Librarians of Asia and the Pacific Region 2005” held in Lok Sabha, Delhi; the “Commonwealth Parliamentary Association (UK) Workshop of Chairpersons of Parliamentary Agriculture Committees of India, Asia and South East Asia Regions” held in 2014 at Chandigarh;  and was a “Member of the Committee to Draft the Service Conditions and Recruitment Rules of the Staff of the Punjab Legislature headed by the Deputy Speaker and Co-chaired by the Former Secretary General, Lok Sabha. and

Experienced & trained in: Parliament of India; Sri Lanka & Republic of Maldives by the Commonwealth Parliamentary Association, UK (London), Indian Union & States Legislatures. At Male (Maldieves), he addressed the participants and resource persons on the subject “Security of Parliament and the State Legislatures” and also released paper on the “Functioning of the Legislature”.

He functioned as the Assistant Returning Officer to the Election of President of India, 2002, Secretary General, Council of States being the Returning Officer; and as the Assistant Returning Officer to the Elections of Members of the Council of States.

Participates in Group, Live and Recorded debates on TV Channels;

Visiting Lecturer/Resource Person: i) Mahatma Gandhi State Institute of Public Administration, Govt. of Punjab, Sector-26, Chandigarh; and ii) Haryana Model Senior Secondary School, Panchkula-Haryana (affiliated to CBSE, New Delhi).
